The Student Council is a collective of powerful and influential students who maintain Hyakkaou Private Academy's established order of the student body.
After Kirari Momobami beat the Former President in a gamble and took the seat as President, the Council began aggressively centralizing debts of students through gambles, implemented harsh donation requirements, and established the Housepet hierarchical system for those who failed to succeed. Through these efforts and the people entangled, Kirari and the Council created a system of control that extends beyond the school and to the business and financial world.
The Council leads other committees and councils to enforce the status-quo, either by sponsoring gambling related events or enforcing the policy that effectively requires debts to be properly settled.
During Kirari's re-eleciton, Sayaka wasted 300 billion yen. Kirari takes the fall for it and gets abducted. The new student council she selected will try to bring her back.

Kakegurui[]
In Kakegurui, the Student Council operates their tasks under Kirari Momobami, including to maintain the housepet system. Eventually, Yumeko Jabami comes to the school and shows herself as extraordinary gambler. The members attempt to beat Yumeko. Yuriko is successful at putting her in debt after Kirari helping her to cheat in the game, as a result Runa is able create a life plan for Yumeko. But Yumeko is able to get out from the debt and beat Yumemi and Kaede.
In the anime, however, Yumeko has a public match with Kirari, in which they play Tarot Cards of Fate.
Kakegurui Twin[]
In Kakegurui Twin, the council is active with its older members, including Aoi Miboumi, Sakura Miharutaki, and Sachiko Juraku. Yuriko was only appointed prior to the start of Kakegurui Twin and Yumemi is newly appointed.
At the beginning of the story, Aoi and Sachiko take interest in Mary Saotome for their own benefits.
The council shows at least one meeting in which Kirari, Ririka, Sayaka, Sachiko, Kaede, Runa, Yuriko, and Aoi all attend. Yuriko mentions the success of her Life or Death game. Kirari notices that everything is boring as always, and she asks if Aoi has anything interesting on his end, to which she assures her that something interesting will happen sooner or later. Aoi then leaves saying he has an errand to run. Sachiko then meets Mary asking her if she would like to take her seat on the Public Morals Committee and Student Council for next year, to which Mary refuses.
Kirari is also shown attending one of Yumemi's concert. She then recruits her to the student council as the head of public relations.
The Student Council is later facing rebellion from Full-Bloom members which is secretly led by Aoi. The Full-Bloom members challenge different Council members in different places. Yumemi is challenged by Eneru, Yuriko is challenged by Naoko & Houko Ougatou, Sachiko is challenged by Kurumi Kurume, and Kirari is challenged by Ouri Shimotsukiuri.
Aoi admits that he does not really expect to win, because those challenges are only to halt the Council's movement while he is trying to execute his plan in taking down Kirari. And as predicted, the Student Council members are able to easily defeat the Full-Bloom members.
Kakegurui Midari[]
In Kakegurui Midari, the Student Council only makes a cameo in the beginning as they recruit Midari.
