Summary

Though large amounts of votes moved through gambling, the wholesale buying and selling of votes among students who, rather than be interested by the outcome of the election are more interested in selling them to pay off their debts, begins with those having the most money to spend having the most power.

Terano Totobami leads the buying pack early which encourages the Student Council to hold the Grand Tournament in order to bring together the top vote holders in a challenge to create additional frontrunners.
